Odisha Public Service Commission Online Recruitment For the Post Of Assistant Professors With Reference to Advertisement No. 08 of 2020-2021 has been extended from 14th March 2021 to 6th April 2021 and online Application date extended from 22th March 2021 to 13th April 2021.
AGE LIMIT:- 01.01.2021 is reference date for age calculation.
Minimum age limit- The candidate must have attained the age of 21 Years as on 01.01.2021.
Maximum age limit - No limit
Note-High School Certificate will be accepted by Authority for Date of Birth.

EDUCATION QUALIFICATIONS:-
i) A Master' s
degree with 55%
marks (or an
equivalent grade in
a point-scale wherever the grading
system
is followed) in a concerned/
relevant/ allied subject from an Indian University, or an equivalent
degree from an accredited foreign
university .
A relaxation of 5% shall be allowed for candidates belonging to Scheduled Cast e/ Scheduled Tribe/ PWD candidates.
ii) Besides fulfilling
the above qualifications, t he candidate must have cleared the National Eligibility Test (NET) conducted
by the UGC or
the CSIR, or a similar
test accredited
by the UGC, like
SLET/ SET or who
are or have been
awarded a Ph. D.
Degree in
accordance
with the University
Grant s Commission (Minimum Standard s and Procedure for Award of M.Phil./ Ph.D.
Degree)
Regulation s, 2009 or 2016 and
their amendment s from
time to time as t he case may be exempted from
NET/ SLET/ SET :
Provided , the candidates registered for t he Ph.D. programme prior to July 11, 2009, shall be governed by the provision s of the then existing Ordinances/ Bye-laws/ Regulations of the Institution awarding the degree and such Ph.D. candidates shall be exempted from the requirement of NET/ SLET/ SET for recruitment and appointment of Assist ant Professor or equivalent positions in Universities/ Colleges/ Institution s subject to t he fulfilment of the following conditions:-
a) The Ph.D. degree of the candidate has been awarded in a regular mode;
b) The Ph.D. thesis has been evaluated by at least two external examiners;
c) An open Ph.D. viva voce of the candidate has been conducted;
d) The Candidate has published two research papers from his/her Ph.D. work, out of which at least one is in a refereed journal;
e) The candidate has presented at least two papers based on his/her Ph.D work in conferences/seminars sponsored/funded/supported by the UGC / ICSSR/ CSIR or any similar agency.
OR
The Ph.D degree has been obtained from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).

OTHER ELIGIBILTY CONDITIONS:-
(a) The candidate must be a citizen of India;
(b) A candidate, who has more than one
spouse living, will not be eligible for appointment unless the state government
has exempted his/her
case from operation of
this limit at ion for
any good and sufficient reasons;
(c) Government
servants, whether temporary or permanent, are eligible to apply provided
they possess t he requisite qualification. They
must inform
their respective Heads of Offices/Departments in writing regarding submission of their applications
for this
recruitment and obtain "No Objection Certificate;
(d) If a candidate has at any time, been debarred for a certain
period/chance(s) by the Odisha Public Service Commission or other State Public
Service Commission or the U.P.S.C. from appearing at any examination/ interview, he/ she will not be eligible for such recruitment for that specified period/chance(s);
(e) A candidate who claims change
in his/her name after having
passed the H.S.C. Examination,
is required to furnish copy of
publication of the changed name in the local leading daily news paper as well as copy of notification
in the Odisha Gazette in support of his/her change of name.
SELECTION PROCEDURE:-
The appointments and conditions of service are to be guided by the provisions laid down under the Statutes as applicable to the State Public Universities.
There shall be short listing of candidates for each subject as per UGC guideline. The Commission has decided that five times the no of vacancies shall be short listed for interview when the no of vacancies is more than two. For subjects where there are only one or two vacancies, ten candidates shall be short listed for interview.
The academic score as specified in Appendix II {Table 3A) for universities of UGC Regulation, 2018 shall be considered for shortlisting of candidates for interview and on selection shall be based only on performance in interview.
The Commission shall be competent to determine the manner of conduct of its proceedings and to take all decision s required for selection of Assistant Professors to the Universities consistent with the provisions of the Act and Regulations pre scribed in this behalf by the University Grants Commission.
Commission shall prepare a li st of candidates in order of merit on the basis of performance in the interview which shall be equal to the number of advertised vacancies:
The list recommended by the Commission shall remain valid for a period of one year from the date of recommendation by the Commission.
APPLICATION FEES:-
A candidate is required to pay a non-refundable and non-adjustable application fee of Rs 400/ (Rupees four hundred) only. Candidates belonging to Scheduled Caste/ Scheduled Tribe of Odisha only and Persons with disability (whose disability is not less than 40%) are exempted from payment of this fees.
Payment Option- Debit Card/Credit Card/Internet Banking.
HOW TO APPLY :-
a) Candidate must go through details
of this advertisement available
in the Website of OPSC
before filling up online application form.
b) Candidates must
apply online through the website
http:// www.opsc.gov.in. Applications received
through any other mode would not be accepted and
summarily be rejected.
c) Before filling up the online application form,
the candidates must go through the details instruction available at OPSC Portal.
d) The online application form is automated & system
driven and will guide the candidate seamlessly in filling the application.
The requisite options shall be enabled and information shall
be asked
as per data furnished by the candidate. Before filling up the information ensure that accurate information is
fed, for edit option is limited and on confirmation there is no scope for further edit even if wrongful entry has been made while filing up application.
e) Candidates should keep at least 2 copies of latest passport
size photograph which is to be uploaded
on the online application form for future use.
f) The candidates must fill up the online application form indicating the preference of the University to which he/she desires to apply.
g) On successful submission of the Online application form, a Unique PPSAN No. will be displayed on the screen as well as on the top of the application form. Candidates are required to take a printout of the finally submitted online application form and put his/her signature under the declaration for submission to O.P.S.C. along with copies of requisite certificates and documents as and when asked.
h) "Intimation Letters" to the candidates for interview and "attestation form" shall be uploaded in the website of the OPSC prior to the date of interview.
i) The candidate who are shortlisted are to produce the attestation form at the time of document verification, the date of which shall be notified by the Commission which not orily shall be informed through SMS & email to candidates but also shall be uploaded in the website.
j) The date of interview as decided by the Commission shall also be intimated to shortlisted candidate by both SMS, as well as email and by publication on OPSC website http://www.opsc.gov.in
CERTIFICATE AND DOCUMENTS TO BE PRODUCED WHEN ASKED FOR:-
(i) H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council;
(ii) lntermediate /+2 /lih Standard examination certificate issued by the concerned Universit y /
Council;
(iii) Bachelor' s degree certificate issued by the recognized University;
(iv) P.G. Degree Certificate in
support of qualification in the concerned subject
as may be
applicable issued by the concerned recognized University/ Institution .
(v) M.Phil/ P.hd certificate.
(vi) Document in support of having qualified NET.
(vii) Mark-lists in support of all the aforesaid examinations (i.e. H.S.C. to M.Phil) if any, issued by the concerned Board/ Council/ University/ Institution;
NOTE: (a) Candidates who have not been awarded percentage of marks, but only "GRADE MARKS", should , along with their applications, produce the Conversion Certificate from the concerned University including the actual equivalent percentage of marks and the conversion formula, failing which, their applications are liable to be rejected .
(b) While filling up the marks in the online application form, the candidates are required
to mention the actual marks secured by him/her in H.S.C.to M.phil (i.e. excluding the marks secured in the extra optional/ 4th Optional Subject).
(i) Candidates claiming to be belonging to S.Cs., S.Ts
and S.E.B.Cs. Cat egor y by birth are required to enclose
with their applications, copies of the relevant Caste/Tribe Certificates issued by the competent authority
in the prescribed form. Candidates claiming to be belonging to be
S.E.B.C. category (non-creamy layer) must enclose certificate from the competent authority in the prescribed form issued within the last three years from the last date fixed for submission of online application form, OBC certificate will not be accepted in lieu of SEBC certificate.
The competent authorities are:- District Magistrate/Collector or Additional District Magistrate or Sub-divisional Magistrate / Sub -Collectors or Executive Magist rates or Revenue Officers, not below the rank of Tahasildar / Additional Tahasildar of Government of Odisha;
(ii) PWD Persons are required to attach copies of their permanent disability certificate (not less than 40%) issued by the competent authority.
(iii) If a candidate claims to possess qualification, equivalent to the prescribed qualification, the rule/authority (With number and date) under which it is so treated, must be furnished with the application form;
(iv) Women
candidates belonging to S.C. /S.T. /S.E.B.C. are required to submit Caste Certificates by birth
showing "daughter of.................... "
Caste Certificates by virtue of marriage (i.e. showing
"wife of.............. ") are not acceptable.
(v) Degree certificate, caste certificate, service certificates and Discharge Certificate of Ex servicem en must have been issued by the competent authority within the last date fixed for submission of online applications form as indicated above.
REJECTION OF CANDIDATURE :-
Application of
candidates will be rejected by the Commission on any of t he following grounds
a) Incomplete online application form.
b) Non submission of hard copy of online application form
at the time of verification of original documents.
c) Declaration not signed {full signature) by the candidate in the hard copy of online application form.
d ) Age limit of candidate not coming under as per commission.
e)
Not having required educational qualification as per commission.
f) Not furnishing copies of certificates/ documents / Marks sheet / Conversion formula
/ Equivalent
Certificate as per commission.
g)
Suppression of facts/ information about eligibility, if any.
h) Any other ground as per the decision of the Commission.
i)
Adopting unfair practices.
